The County Planning Committee's purpose is to research potential leash-free dog recreation areas in the community, aid in the design of the areas, and to recommend a system of rules and regulations to ensure these recreation areas are safe places for dogs as well as their human guardians.
A total of 4 proposed sites in different county parks will be
presented to the Legislature as the recommendation of the committee. These

For the four areas proposed, fencing would total less than $21,000.00 for
all sites, and part of this cost may be shared by the towns the parks are
located in. This would bring the county share to less than $16,000.00 for
fencing.
The county will use the estimates of septic systems we provided as
a budget amount for installation of waste control system.
Environmental impact statement has been completed by the County
Board of Health for Ellison. This statement has been reviewed by this committee
and supports the proposal of making leash free areas.
In earlier meeting, rules were proposed and accepted.
Frank Allkofer is now distilling all the information and formatting
it for presentation to the Legislature. The planning committee will
meet again in late November or early December to review the document
and approve or recommend changes additions to the proposal before it is
presented to the Education and Recreation Committee of the Legislature
sometime in January.
The worse case cost to the County for the implementation of 4 leash
free areas should be less than $50,000.00. As a capital expense, we
were told this is not a big cost for the service provided and the
population served.
Keep in mind, this is a first step. We are looking for a bare bones,
fenced in area right now (get the land and change in the law). The
locations we selected are close to existing facilities like parking and
bathrooms. They are also in areas that will not likely draw a great
deal of opposition because of use for other activities.
As for bag dispenser/waste receptacles for other areas of the parks,
Frank and Lisa are meeting later this week. We hope to have an update
on that then. We are keeping this item separate from the leash free
areas for now.
